  1. BACKGROUND 
  This EU-funded Twinning Project SR 22 IPA AG 01 26 is implemented by a consortium formed 
  by: 
  
  • 
  Ministry of Agriculture, Food Sovereignty and Forests (MASAF); 
  • 
  INFORMEST – Service and Documentation Centre for International Economic 
  Cooperation, as Italian Mandated Body; 
  • 
  Zooprophylactic Institute of Umbria and Marche Regions (“Istituto Zooprofilattico 
  Sperimentale dell'Umbria e delle Marche – T. Rosati”) 
  • 
  Ministry of Agriculture, Food Industry and Food Sovereignty (MAASA) - General 
  Directorate for Food (DGAL); 
  • 
  VetAgro-Sup - Ecole Nationale des Services Vétérinaires – France Vétérinaire 
  International (ENSV-FVI) – French Mandated Body; 
  
  The overall objective of the Twinning project is to ensure the full transposition of the acquis 
  communautaire and its progressive implementation by well-structured and trained 
  administrations, aiming to secure a high level of public health, animal health, animal welfare and 
  plant health at the national and EU level, while the specific objective is to support negotiation 
  process, further development of legislative and strategic framework and strengthening of the 
  administrative structures responsible for food safety, veterinary and phytosanitary policy within 
  relevant competent authorities of the Republic of Serbia for Chapter 12: Food Safety, Veterinary 
  and Phytosanitary Policy (Ministry of Agriculture, Forestry and Water Management, Ministry of 
  Health etc). 
  
  2. DUTIES 
  
  The role of the Resident Twinning Adviser's Language Assistant (RTA LA) will be to ensure a 
  daily support to the Resident Twinning Adviser (RTA) in the implementation of the Twinning 
  project by providing interpretation services (Serbian, English and, if needed, Italian languages) 
  to the project experts (including via videoconferencing tools) and ensuring the translation 
  (Serbian, English and, if needed, Italian languages) of the Twinning project relevant 
  documentation. 
  
  Applicants must be fluent in Serbian and English languages and have a well-established 
  experience in interpreting and translating, as well as a sound knowledge and understanding of 
  public 
  services and an ability to work within them.

  The Resident Twinning Adviser's Language Assistant will be responsible for:

  providing interpretation services to project experts during their weekly working missions 
  to Serbia and possibly, any online/remote activities through conferencing platforms, 
  assisting the small coaching sessions provided to selected staff of the Serbian 
  beneficiary institutions, facilitating the exchange of information and data between local 
  and international counterparts involved in the project; providing consecutive

  2. DUTIES 
  
  Reporting directly to the Resident Twinning Adviser (RTA) under this Twinning project, the RTA 
  Assistant’s daily duties fall under the following areas: 
  
  • 
  administrative and accounting assistance to the Resident Twinning Adviser (RTA) during 
  the whole implementation of the Twinning Project and support to the effective delivery of 
  the Twinning Contract mandatory results; 
  • 
  ensuring a good flow of communications and coordinating different Twinning partners; 
  • 
  providing administrative support to Member State experts involved in short-term missions 
  to Serbia, including activities delivered through videoconferencing tools where permitted 
  under the applicable Twinning rules;

  Specifically, office management and administrative tasks include: 
  • 
  providing support to the preparation and delivery of working activities as foreseen in the 
  Twinning Contract, including organization of training sessions, conferences, expert 
  missions etc. and related administrative tasks;

  working on travel arrangements and meetings arrangements for the Project Leaders, 
  RTA, the Short-Term Experts from Italy and France and other Twinning partners’ 
  representatives involved in the project;

  preparing required documentation for Experts’ missions and other materials: Terms of
