The Republic of Serbia (hereinafter called “Borrower”) has received financing from the
International Bank for Reconstruction and Development (IBRD) (the “Bank”) and the
Agency Francaise de Development (AFD) in the form of a loan (hereinafter called “loan”)
toward the cost of the Serbia Railway Sector Modernization (SRSM) Project. The Ministry of
Construction, Transport and Infrastructure (MCTI), an implementing agency of the Borrower,
intends to apply a portion of the proceeds of this loan to eligible payments under the contract
for which this Request for Bids is issued. For this contract, the Borrower shall process the
payments using the Direct Payment disbursement method, as defined in the World Bank’s
Disbursement Guidelines for Investment Project Financing.

The MCTI now invites sealed Bids from eligible Bidders for the Procurement of Software
for Timetable Construction to be used by Serbian Railways Infrastructure (IZS). The
procurement aims to introduce software for timetable construction and enable the
automatization and digitalization of this process within IZS.
The aim of this bid is to procure the following: thirty (30) personal computer work stations,
two (2) servers, and thirty (30) licenses for software for timetable construction with two years’
subscription.
The place of delivery will be Nemanjina Street No. 6, 11000 Belgrade, Republic of Serbia -
JSC Serbian Railways Infrastructure. The delivery period is determined to be 198 days.
Installation, testing of the equipment and software and provision of training is included in the
scope of the contract as well as support during the warranty period.

Bidding will be conducted through international competitive procurement using a Request
for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF
Borrowers” dated July 2016, revised November 2017, August 2018 and November 2020
(“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement
Regulations.

Interested eligible Bidders may obtain further information from Central Fiduciary Unit of the
Ministry of Finance and inspect the bidding documents from 09:00 to 15:00 hours at the
address given below.
5. The bidding document in English may be purchased by interested Bidders upon the submission
of a written application to the address below and upon payment of a nonrefundable fee of EUR
30.00 or equivalent in Serbian Dinars (RSD) based on the selling exchange rate published by
the National Bank of Serbia on the date of payment.

Domestic Bidders shall make payment to the Government Treasury Account no.:
840-745128843-36- Other budget revenues of the Republic, with reference to the model
approval number 97 41601, with obligatory Purpose of payment: SER-SRSM-RFB-G-22-41-
2, payment code 253.
